In October 2012, after the publication of a leaked report by the UN Group of Experts report on Congo which said that Rwanda’s Defense Chief, Gen. James Kabarebe, is effectively commanding a militia gang, M23, one of our friends in the House of Commons, the Honourable Mike Hancock, MP, CBE, tabled a parliamentary motion, Early Day Motion 597: Rwanda’s Proxy Wars in Congo, signed by 22 Members of Parliament, to help mobilise momentum for actions around White Hall.
